About the Firm:
FBFSA is an independent, fee-for-service consulting firm that provides employee benefits and actuarial services to a variety of clients, primarily within the State of Texas and Southwestern United States.
FBFSA has actuaries who:
- Have been trained in the areas of probability and statistics, life contingencies, applied statistical methods, numerical analysis, operations research, risk theory, survival models, actuarial tables, demography, asset management, corporate finance, accounting, etc.
- Are well informed on current trends and practices, new regulations, technical aspects of annuities and other economic & social changes
- Have the skills and background to effectively identify the key issues, structure arguments supported by statistical and economic facts, and determine what can happen under a range of projected economic and demographic scenarios.
About Mr. Frederick Bass, F.S.A.:
Mr. Bass is primarily a litigation support consultant. In addition, he is a consultant to the Howard E. Nyhart Company, Inc., the Firm that recently acquired his practice. Prior to that, Mr. Bass was President of Frederick Bass & Co., Inc., a firm specializing in benefits and actuarial consulting throughout the southwestern United States. Mr. Bass's responsibilities included actuarial consulting in Health & Welfare Benefits, and Pension Benefits, 401(k) Profit Sharing Plans and Executive Benefit Plans.
Some of Mr. Bass's consulting engagements have included:
- Designing pension, profit sharing, and health & welfare programs for public and private employers.
- Establishing rate bases for self funded multiple employer welfare arrangements.
- Conducting actuarial valuations and administering a wide range of pension plans and other fringe benefit plans.
- Consulting with management and labor on group insurance and pension issues involved in labor negotiations.
- Consulting with plan sponsors regarding group insurance funding, pension funding, and alternative funding vehicles for both.
- Determining expense accruals and disclosure items under generally accepted accounting principles for Pension Plans and Post-Retirement Medical Plans.
- Reviewing and analyzing financial results of pension, profit sharing, and health & welfare programs.
Prior to his being with Frederick Bass & Co., Inc., Mr. Bass was associated with Bass Consultants, Inc. Prior to that, he was with Peat Marwick Mitchell & Co. (currently KPMG) where he was Principal-in-Charge of the Human Resources Consulting Practice for the Southwest, regional actuarial principal for the Southwestern United States, and a member of that firm's Actuarial Practice Committee.
Mr. Bass was also a Senior Vice President with a large mid-western financial organization and prior to that, Vice President and Actuary with a regional consulting firm.
Mr. Bass received a Bachelors degree in Mathematics in 1968 from Drew University. He is a Fellow of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, a Member of the American Academy of Actuaries, and an Enrolled Actuary under the provisions of ERISA. He has spoken before the Society of Actuaries, the American Academy of Actuaries, the Risk & Insurance Management Society, Texas Society of CPA's and other organizations.
